Member of Cybersecurity (CS) business area leadership team reporting to CS Business Manager and working as co-deputy for the business area with M&BD manager of the CS/IC. Responsible for all CS engineering and cyber range activities carried out in the business area. Negotiates major CS engineering issues with top-level engineers and officers of client companies, Bechtel Corporate EPC Functions and GBU Functions. Accountable for the quality of CS engineering design and the timely and profitable completion of CS engineering on projects in both Bechtel’s integrated EPC and CS Engineering standalone offerings. Shares responsibility and participates in the CS/IC business area development efforts by providing technical sales support and developing new business.
Focus on the CS market sectors described below and specifically focus on nine (9) of the 16 ciritical infrstaructure sectors defined by DHS’s Cybersecurity and Infrastructure Security Agency (CISA): 1) Chemical Sector, 2) Communications Sector, 3) Dams Sector, 4) Defense Industrial Base Sector, 5) Energy Sector 6) Government Facilities Sector, 7) Nuclear Reactors, Materials, and Waste Sector 8) Transportation Systems Sector and 9) Water and Wastewater Systems Sector.
Responsible for transitioning current NS&E ICS Cyber Lab (stood up in 2016) to a world class cyber range . Focus on building our people’s skills in Engineering and IS&T functions to develop a CS engineering capability which enables Bechtel to provide CS engineering solutions that properly achieve the mission of a cyber range maximizing telecommunications and IT infrastructure to support IT/OT convergence. The Cyber Range, location TBD, will enable closer collaboration and expand our opportunity to work with the NSA, United States Cyber Command, other Intelligence Community agencies and gain a larger foothold in the USG, Commercial and Private market sectors.
In conjunction with CS Business Area Manager and M&BD manager of the CS/IC is responsible for managing, coordinating, and administering projects from the conceptual stages through planning, engineering, procurement, construction/installation, commissioning and start-up, testing, initial operations, prime contract close-out and execution of services from cradle to grave of the asset in the delivery of CS solutions. Responsible for assisting Business Development, based on experience, knowledge and requirement to achieve the business areas “cover-ratio,” in expanding current work scope for existing EPC projects in all market sectors and for stand-alone CS engineering solutions. With that knowledge co-lead the development of proposal technical and pricing strategies and lead development and execution of proposal strategies/plans.
Supports communications and presentations to customers with CS Business Manager and M&BD manager of the CS/IC. Participate in development of budgets and schedules, manage performance of CS engineering solution teams and ensure continuous improvement is managed/incorporated in all facets of the business area. Report progress and initiates action to assure program/project objectives and schedules are met and work is performed within budget and according to Bechtel CS and EPC specifications.
Resolve problems and coordinates with the customer do deliver as sold. Provides leadership for the development and maintenance of a high-performance project team in order to achieve Bechtel’s Strategic Core Principles and Objectives. Supports the CS Business Area Manager in delivering on overall responsibility for CS engineering solutions execution, ensuring that the specific Program/Project/Solution is delivered within contract requirements, standards of quality and safety and to Customer and to Bechtel’s performance expectations.
A. Supervision Received
Receives operational supervision from CS Business Manager and NS&E Manager of Engineering or global business unit management.
Receives general administrative supervision and policy guidance from NS&E Manager of Engineering.
B. Supervision Exercised
Supervises subordinate cross-functional team members, Project Engineers and staff on assigned projects.
Handles client contacts and inquiries, maintains good relations with senior levels of client CS engineering management in the interest of business development.
Maintains close working relationship with Project Managers, Construction Management and Startup and Commissioning Management to ensure that the requirements from Engineering are met.
ESSENTIAL JOB DUTIES:
Directs and monitors the CS business area engineering and cyber range personnel towards meeting or exceeding targets for CS business are portfolio of projects.
Formulates and recommends to NS&E Manager of Engineering and CS Business Area manager policies, procedures, plans and programs for the CS engineering business area, that drive cost competitiveness commensurate with overall business objectives.
Formulates and recommends to the NS&E Manager of Engineering and CS Business Area Manager an annual overhead budget for the CS engineering department and cyber range unit and conducts CS Engineering and Cyber Range operations within approved budget limits.
Keeps abreast of technological developments and trends in engineering that could lead to new applications or new markets for the CS Business Area.
Participates in project planning sessions at the proposal stage to provide technical guidance and information.
Directs periodic status reviews and ensures that CS engineering technical and quality standards are being met and that performance is within budget and schedule.
Participates, as required, in CS engineering and installation reviews, management reviews of CS proposals and client contract negotiations, including final pricing of CS proposals, providing counsel and information about the projects’ technical feasibility and project CS engineering workload.
Coordinates with the Chief Startup Engineer and Construction Management to ensure that new plants are constructed and function according to CS engineering specifications.
As delegated by NS&E Manager of Engineering, exercises designated approval authorities on personnel actions.
Conducts annual performance reviews with assigned personnel and provides coaching and career development discussions.
Liaisons with NS&E Chief Engineers as appropriate for project planning and performance, to coordinate discipline staffing, and for resolution of problems. Reviews and approves internal organization and key CS engineering staff assignments for the respective project and coordinates such assignments with NS&E Manager of Engineering, NS&E Manager of IS&T and CS Business Area Manager.
Champions the creation of a work environment for the CS Business Area, supported by leadership, which fosters openness, trust, communication, teamwork, empowerment, innovation, continuous improvement, and satisfaction.
Champions subject matter expertise development, including participation in tech fairs and expos, technical grants, customers engagement, external publications, conferences, and contributions to code committees.
Extensive technical knowledge of engineering systems and integration, applications of engineering methods and applications of computers to CS engineering solutions.
Detailed knowledge of CS industry and associated regulatory standards to include NIST, NEI, ISA/IEC, and ISO, as well as knowledge of design criteria in all engineering disciplines.
Knowledge of cost and schedule management and reporting.
Skill in negotiation for dealing with internal and external clients.
Extensive progressive work experience including supervisory experience at a management level in project and staff design engineering or other relevant types of engineering such as systems startup, field engineering or plant operation in large industrial plants, utilities, process plants or engineering/construction firms.
